IMPLEMENTABLE COMPREHENSIVE PLAN FOR ALLEGHENY COUNTY’S ENERGETIC EAST
Churchill, Monroeville, and Wilkins chose to undertake a multimunicipal comprehensive plan because, while the communities vary widely in size, population and character, they share issues, problems, and strengths.
The goals of this plan and scale of proposed changes needed to recognize the different sizes and capacities of the three communities. The plan recommended ways to employ shared services to help the communities do more via economies of scale.
The plan emphasized joint implementation of strategies and coordination of efforts. An example is creating improvements in active transportation networks that link all three communities. It also encouraged shared approaches through the Turtle Creek Valley Council of Governments.
